Empowering Unhoused Veterans Through The Homeless Veterans' Reintegration Program

The Homeless Veterans' Reintegration Program (HVRP), a competitive grant program under the Department of Labor, is making a significant impact on the lives of homeless veterans. VCRP Veteran Communities

HVRP serves three different categories of veteran populations:

  • Homeless female veterans and veterans with children
  • Incarcerated veterans
  • All other veterans experiencing homelessness that meet the criteria of the latest FOA.


The HVRP establishes national priorities for the overall program. Each HVRP grantee contributes to these priorities by placing veterans in these populations into competitive employment at the local level.

eteran population they serve. They recognize each veteran has unique circumstances and challenges. By tailoring their services to address these specific needs, HVRP grantees create a supportive environment that fosters success.

Flexible and Engaging Veteran Outreach 

Outreach is a critical component of HVRP. Grantees employ a flexible and non-threatening approach to meet veterans where they are. By establishing trust and understanding, they engage homeless veterans and connect them to the program's comprehensive services. Through outreach, HVRP grantees strive to ensure that no veteran is left behind.

Assessing Job Readiness and Veteran Eligibility

To determine eligibility and assess job readiness, HVRP conducts thorough assessments of each veteran. These assessments help identify the specific barriers a veteran may face and enable the development of personalized employment plans. By taking a holistic approach, HVRP ensures veterans receive the right support to overcome challenges and achieve success.

Veteran-Centered Case Management 

Veteran-centered case management is at the heart of HVRP appointees. HVRP appointees treat each veteran as an individual with unique strengths and preferences. Case managers work closely with veterans to develop Individual Employment Plans (IEPs) that align with their goals and address any obstacles they may encounter along the way. This personalized support maximizes the chances of successful employment outcomes.

Targeted Job Training and Placement 

HVRP recognizes the importance of job-driven training and placement services. Grantees focus on providing training that aligns with specific industries, occupations, and skills in demand within the local job market. Whether through in-house training programs or partnerships with community organizations, HVRP ensures veterans receive additional skills to succeed in the workplace. The program will then help veterans find employment opportunities based on these newly gained skills.

Collaboration for Comprehensive Support 

Collaboration is key to the success of HVRP. Grantees work hand in hand with public and private partners at the federal, state, and local levels. These collaborations enable the provision of additional supportive services, such as access to housing, healthcare, and counseling. By creating a comprehensive support system, HVRP addresses the multifaceted challenges faced by homeless veterans and increases their chances of successful reintegration into society.

Placing Veterans into Competitive Employment

The HVRP establishes national priorities, and each grantee contributes to these priorities by placing veterans from underserved populations into competitive employment at the local level.
